Rand graduated from the University of Oregon with a degree in Political Science with minor emphasis in History and Business Administration, and is currently a J.D. candidate at the University of Southern California. He was a staffer on a presidential campaign during the 2004 election cycle and has served as a foreign relations assistant in the United States Senate. He has also spoken before various organizations such as the Congressional Coalition on Adoption Institute, the PEW Commission on Children in Foster Care, and the U.S. Senate Black Legislative Staff Caucus. Rand sits on the USC Stevens Institute for Innovation's Student Advisory Board which is run out of the Office of the Provost at the University of Southern California. Rand will serve as Chief Operating Officer for the Institute, where he will forge strategic partnerships, develop and maintain organizational strategy, act as a media liaison and generally work to find new audiences for the Institute's independent policy ideas.
